Rocks were deposited on older rocks and thats how the Black Hills were formed. If weathering and erosion had not taken place the Badlands would not exist because weathering and erosion formed it. 70 million years ago there probably wasn't Badlands because the rocks weren't as developed as now because of depostition. In 40 million years the Badlands will most likely be weathered and erodided away.

The black hills were once by the sea and there was no trees to hold the sediment that was blowing onto the hill then it all stayed compact together and formed the hill.
